Conflict between Daoud Pasha and Youssef Karam 1861-1867

Abstract:
Mount Lebanon became living under the mutasarrifah system, a state of relative stability. The mountain did not witness a counterpart during the Ottoman period, and for the first time it became administered by the non-local Ottoman authorities, and after centuries lived under its feudal lords who at that time had control over the basic capabilities. In the region, as Mount Lebanon became under this system, living under the authority of a high-ranking Ottoman ruler, capable and efficient, and with the guarantee of the major powers at the time (Britain, France, Russia, Austria, Prussia, Italy).
Youssef Karam assumed the position of the Christian mayor in 1860, and he was looking forward to a position of governor, but France felt that his appointment in that position would achieve its interests, especially since his position became complicated, since the unrest began in Kesrouan at the hands of the supporters of Tanios Shaheen , Who united with Prince Majid Shehab, aspiring to replace Youssef Karam, in the position of the Christian District Commissioner, so the Qaimaqam used force against Shaheen’s men, which put him in a position against France, which was tending to revive the Shehab emirate. Yusef Karam resigned, and then it was agreed to appoint Daoud Pasha, the candidate of the Ottoman Empire to be responsible for Lebanon, and began with that, a new historical stage that the controlling forces directed, represented in the attempts of the Sublime Porte to get rid of the Mutasarrifiyyah system, and the position of Lebanon’s administrators towards European consuls, in addition to that. The application of the mutasarrifah system faced several problems raised by Youssef Karam and the Maronite Church, in the context of sectarian fanaticism.
